Our organization is committed to helping advocates implement mental health strategies to support young children and their families across Colorado. The key to preventing and treating mental health problems of very young children and their families is to take an approach informed by infant mental health principles and practices. What do we hope infant and early childhood mental health looks like? Over a two-year period, North Carolina trained small cohorts to be local trainers who in turn trained ECI providers who support the social development of young children. North Carolina identified improving social-emotional outcomes for children and families in Early Intervention as a goal and formed a variety of workgroups to make recommendations to support this work.

Early relational health is foundational to infant and early childhood mental health. When we support adults directly and tackle the systemic inequities that challenge families and providers, we help ensure that children can develop in health-promoting environments. Providing safe environments for children, where they can build relationships and connections with their caregivers and loved ones, has a positive impact on their mental health. Early childhood mental health is the same as social and emotional well-being.

None of the IECMHC tier services are paid for by Part C dollars, nor are they charged to the family or the EI programs. Shifts in knowledge, perceptions, emotions, relationships, and behavior enhance understanding, empathy, and the ability to respond sensitively to the needs of children, families, and staff. IECMHC is a dynamic process between the consultant and consultee who together and over time increase the capacity of the consultee to support children and families. Using family-centered practices allows professionals to seamlessly incorporate intervention strategies into everyday life and family interactions, ultimately building trust with families, enhancing caregiver confidence and competence, and embodying IECMH principles 40,42,43. Another study using the group clinic format found that levels of depression did not differ between the intervention and control groups (Le et al., 2011). The program has also been run in a clinic as opposed to a home visiting format (Leis et al., 2015). Another study found significant improvements in mood regulation as a result of the program (Mendelson et al., 2013). There are 12 sessions in the program that can be delivered as part of an existing home visit schedule. Mothers and Babies is a home visit program targeted for pregnant women who meet low income or other at-risk criteria (Tandon et al., 2018).

These and other policy changes and commitments indicate a growing understanding for the need to support young children’s social-emotional development. The pandemic has made the public more aware of mental health needs, including those of families with young children and of infants and toddlers themselves. In addition to training programs to add to the clinical workforce, a number of counties are investing in training programs for child care and preschool teachers, to promote their ability to work with children and families experiencing trauma or other stressors.
